The guidelines are based on research and interviews with stakeholders in India, particularly Dharamsala, Ladakh; Mongolia and Nepal, and with Tibetan religious leaders and scholars. They draw upon ongoing advocacy and campaign work by Tibet supporters and Tibetans in the diaspora.
