The recommendations are rooted in the concept of future-proofing, which involves anticipating future challenges and developing methods to minimize the effects of shocks and stresses of future events. The guidelines are based on research and interviews with stakeholders in India, particularly Dharamsala, Ladakh; Mongolia and Nepal, and with Tibetan religious leaders and scholars. They draw upon ongoing advocacy and campaign work by Tibet supporters and Tibetans in the diaspora.
